Adding a new cash crop year from MyFarm will result in treatment tables that end in a cash crop instead of a fallow. The treatment table needs to end in a fallow for doing what-if scenarios of with and without cover crop for the current season. This can be achieved by moving the gap filling code to run be ran first so it puts a fallow at the end. We need to verify this doesn't break anything.
