What I am interested in is passing Browndog a URL instead of uploading a file. The Browndog API allows conversion of files that are not locally on the machine. So one can say please convert http://flux.aos.wisc.edu/data/cheas/ancillary/us-los/badm/US-Los-CADM-2015.xls to CSV, by just passing the full URL as part of the API instead of posting the file in the form. This would then save the step of me locally downloading the XLS file to the machine I am on, then re-uploading that file to browndog server. Does that make sense?
