As a Clowder admin, it would be nice if the S3ByteStorageService would automatically create the specified bucket for me if it does not already exist. This would save me from having to log into MinIO or the AWS Management Console to create the bucket before starting Clowder.

This was supposed to be done as a part of https://opensource.ncsa.illinois.edu/bitbucket/projects/CATS/repos/clowder/pull-requests/1366/overview, but the PR was declined awaiting an update to AWS SDK for Java 2.0 to include the TransferManager API.
