Currently, the UI allows us to enable/disable extractors at multiple levels. We can enable an extractor at the instance-level, and have it disabled at the space-level.

This presents a problem to the non-admin user - they won't know that an extractor is enabled at the instance-level, and might be confused if it is still firing due to being enabled globally.
