When running local-name tets against hte most recent DPath branch (serialization-with-dpath4), all tests fail with the following error:

[error] Test edu.illinois.ncsa.daffodil.section23.dfdl_expressions.TestDFDLExpressions.test_local_name_06 failed: java.lang.Exception: Schema Definition Error: Unsupported function: fn:local-name

According to the spec, this function should be supported.
