Update all links to DFDL Spec/Docs

      Fairly soon the OGF will publish the new version of the DFDL specification.

      Once that has been done and the URLs are clear we should update all links to it.

      I am hoping the OGF will also host the HTML version of the spec. Not sure though, but if so we should link to that also.
