Electric Power Facility Fragilities for INA do not seem correct

      I attached the xml file below.

      The classes match the Hazus facility types (ESSL etc.) however the medians and betas do not match the fragility curves.

      The medians and beta's also seem to have a high significant number of digits which is not found in any Hazus fragility.
