Create a new "ndslabs-landing" angularjs module from the existing code.

The new module should depend on:

• ndslabs-api

The new module should contain:

• config values from app.js (ApiUrl, ProductName, OrgName, SupportEmail, etc)
• navbar
• footer
• landing page / e-mail verification logic
• shared assets (badge/logo, stylesheets, etc)
• 404/502/503 pages from the default-http-backend

This module should be served from the default-http-backend pod.

This ticket is complete when the default-http-backend serves this new angularjs module (if possible)
