As a new end-user (project admin) in NDS Labs, I should be allowed to create a new account/project on the server. Since we don't want just anybody to be able to create such accounts, a (possibly manual) process should be discussed as to how we plan to vet/approve such account requests.

Among the process discussed, a preliminary outline is given below that may change as we flesh out more of the approval process.

This story is complete when the above outline has been expanded to encompass end-to-end the entire registration process as it fits into our plans for a pre-preoduction NDS Labs instance.
