Create a cluster-local docker hub that supports docker developer workflow in development environments.

1. An in-cluster local docker hub (Deployment process, Ansible)
2. Security credentials for local-hub (TLS certs need to be added to Docker daemons on all nodes)
3. Security credentials for NDS Labs users
4. A process or instructions to configure use of the local hub

This may be implemented as an extension of the local caching hub (NDS-343)

Artifacts:

• Deployment process in Ansible
• Additional JIRA tickets, as needed
• Test case for verification
