FileStorageDisk can't create folder to store data

      Using three levels of file storage on disk, there is maximum at which point it fails to create folders and store files. Increasing to 5 levels after failure doesn't seem to change anything, but since this bug is happening with 3.0, it's difficult to see exactly what's happening and how to address local file storage.
