It is probably not the best solution but should serve the purpose until the better solution comes. Gis.collectiondataset.ui plugin will start when ERGO workbench starts to make 'Select Active Data' to work outside of gis.ui plugin. To do this, empty method for earlyStarup added in the Activator.java and this is linked to org.eclipseui.startup. Also, it was originally to work for dataset but changed to GISMapLayer. This menu will appear when the data is GISMapLayer or CollectionDataset. If it is CollectionData the menu will be activated but it will be grayed out. If the data is something else, like TableDataset, the menu itself will not appear. Thank you very much Nathan for all the magic!
