Clowder follows a typical open source governance model with a group of committers having final say to what ends up in the master/develop branches and a BDFL with final say on disputes and arguments within the community.

The following roles exist:
- Contributor
- Makes contributions to the project.
- See CONTRIBUTING.md to learn how to become one. Please follow the workflow describe in that document. Thank you.
- Committer
- Knows the code very well and has made substantial contributions to the project.
- Helps define how specific features are implemented.
- Has write permission to develop and master branch.
- A unanimous vote by current committers is required for a contributor to become a committer.
- Benevolent Dictator for Life (BDFL)
- Retains the final say in disputes or arguments within the community.
- Manages releases.
- Helps define long term direction and software architecture.
