Deploy SS docker containers now that the push way is done

      Now that SS-POL communication/check-in has been changed from pull to push, we could change the deployed cloud SS VMs to SS docker containers.

      Need to first create docker images for each of the SS software. Rui did 2, Kenton added many more. Then test and deploy in elasticity.
