We ar using too many verbs to describe the same action of adding a tool to the catalog, making it confusing for new users.

(From TC header - click Contribute - get a page with View My Tools and Create Tool. If click on Create Tool - taken to a page with title Add a Tool).

I think the button should say Add Tool instead of Create Tool.
