As an administrator of a Brown Dog instance I want to be able to use the Tool Catalog to be able to:

1. Deploy extractors/converters to the swarm for a particular vhost
2. Set the minimum and maximum number of instances for an extractor/converter
3. Create and delete bindings between an exchange and the extractor/converters's queue
4. Stop deployed extractors/converters
5. Update the docker image of an extractor/converter
6. Delete the extractor/converter and its associated queue and bindings
