Complete Upgrade of Tools Catalog to Play 2.6

      After an initial attempt at migrating the app to the latest version of play, more work is needed. 

      This task should pick back up after we have eliminated the RabbitMQ dependencies (https://opensource.ncsa.illinois.edu/jira/browse/BD-1843) and removed the dependency on Salat plugin (https://opensource.ncsa.illinois.edu/jira/browse/BD-1860) 

       

      Once these tasks are done then. it should be a straight shot to migration.
