As a cluster administrator I want to be able to choose the cluster so I can manage all permitted clusters.

Assumptions

This story is burdened with to following features:

1. An external config file containing the cluster configs
2. Startup options to select the source for this config

Acceptance Criteria

1. Create a cluster config file with dev and prod clusters
2. Launch application and log in
3. See the drop-down chooser in the menu bar that shows the two clusters
