As a cluster man user I want to see all of the projects in my configuration so I can see how to bind queues.

Assumptions

This story is burdened with

1. Bringing reactive mongo into the project
2. Testing DAOs
3. The tabbed view with an empty "tools" tab

We will create project documents manually in Mongo

Acceptance Criteria

1. Create two project documents in mongo
2. Log into cluster man and visit the projects tab
3. See the project names and tool types.
4. The other columns are blank
