As a cluster man Administrator I want to be able to select a tool from the tools catalog so I can deploy it to the cluster

Assumptions

1. A /toolVersions?type= endpoint exists in tools catalog
2. Just a simple drop down list, populated from the results of a get to that endpoint
3. Tools Catalog Service exists
4. "Add Tool" window accessible from a "New..." button on the tools tab

Acceptance Criteria

Given there are scripts in the tools catalog
And my cluster man has been configured to connect to that catalog
And I am on the "Tools" tab
And I click on "New..."
And I select "Extractor"
When I click on the "Tool name" drop down
Then I should see a sorted list of extractors
