As a Clusterman admin I want to be able to access a new tool dialog so I can deploy tools to a cluster.

Assumptions

1. This is just the dialog window
2. The "Next" button exits the operation for now

Acceptance Criteria

Given I am on the "Tools" Tab
When I click on the "New..." button
Then I should see a new page with the following features:

1. A cancel button which aborts the operation
2. A "Next" button which aborts the operation
3. There is a "Tool Type" drop down which contains "Extractor" and "Converter"
