As a brown dog administrator I need labels to be copied to deployed containers so I can accurately tag log messages.

Currently, clusterstats sets the service labels when __ a tool script is deployed. When swarm creates the containers for this service it ignores those labels in favor of containerLabels. The result is that the containers lack any labels. We need them for log aggregation to work.

Acceptance Criteria:

1. Given a deployed service
   When I look at the container labels
   Then I see the same values as assigned to the service
