In bd-base, extract command does not work with clowder docker image of develop tag.

      tested by gregjansen and bing.

      clowder/clowder:develop (built 4 days ago) will show "Account not active" on GUI. and bdcli extract command will fail.

      I use clowder/clowder:latest (built 21 days ago), it works fine.
