As a Cluster Administrator I want to be able to deploy a tool to a cluster so my users can extract and convert files

Assumptions:

1. There is a Deploy Tool Window
2. There is a Tool Chooser populated with tools from the Tools Catalog REST Endpoint
3. There is a SwarmStats service
4. The Queue Name specified in the tools catalog record is unique

Acceptance Criteria:

Given I am on the "Tools" tab
And there are extractors in the tools catalog
And I click on the "New" button
And I select "Extractor"
And I select an extractor from the drop-down list
And I click "Next"
And I fill in the deployment details
When I click "Deploy"
Then I should see my tool deployed as a service in SwarmStats
