Rosetta is a web service to convert ASCII files from data loggers into CF compliant NetCDF files: http://www.unidata.ucar.edu/software/rosetta/
libCF is a Unidata API for CF compliant files: http://www.unidata.ucar.edu/software/libcf/
Siphon is Unidata Python library for Python based access to all THREDDs compliant data services (Opendap, netcdf4, et al) https://github.com/Unidata/siphon

Unidata is the group that maintains the CF standard, NetCDF, UDUNITS, Opendap/thredds, and most of the way all weather/climate data is ported, distributed, extracted globally.

They are also working on a new data model that merges Netcdf with other formats to make it more flexible to deal with non geo-ref data, etc… http://www.unidata.ucar.edu/software/thredds/current/netcdf-java/CDM/
