Let's not completely remove the functionality, just disable it for now.

Remove the controller from the routes file but keep the code if we ever want to put it back in.

Remove the menu entry for upload files.

Check API to see if we can remove the routes for uploading a file if and only if there is a simple API call to create a dataset with a single file in it.
