Right now if wait for admin is enabled the link to signup is send to an admin who then forwards it to the user. A slight change in the workflow is to have the link go to the user, but have accounts not be active yet. The admin is notified when the account is created and then can activate the account. This allows us to also disable accounts, and have a simple checkbox that we can use to make a user into a server admin.
