Right now when a user agreement is in place only users that signup with a local account get to see a user agreement. Anybody that logs in with another form of account (google, twitter, etc) gets their account automatically created and never see the user agreement.

A special page should be added that shows the user agreement and all users should click on that button when they login if they have not accepted it. This also allows us to change the agreement and the user will have to reagree.
