To replicate have a file create a GIS shapefile/tiff preview first. It will properly show on the file page. Then create an image preview. The image preview will show, but not tabs to see the GIS shaperilfe/tiff previw are available.

This might happen in other instances as well. What's unique about this case is that the image previewer has a preview object defined in mongodb in the previews collection. The GIS previewer fires off the metadata on the file and does not have a preview object in mongodb.
