When adding a field, add a question if tile drainage is present so the right default field data is used. Two options:

1. Either add it to the "Add a Field" as a check box below CLU name or
2. Add it to the popup box about the cropland data layer as a checkbox Tile Drainage [X]

We'll need to pass a parameter to the Service API to indicate which default dataset should be used.
