When running the TDML test suite on Windows (cmd), 93 of the 2150 tests fail.

It appears that the following error is the cause of most of the failures:
[error] Test edu.illinois.ncsa.daffodil.section23.dfdl_expressions.TestDFDLExpressions.test_containsDFDLEntities_4 failed: java.lang.Exception: Schema Definition Error: Loading XML failed due to Some(Invalid byte 2 of 3-byte UTF-8 sequence. (within Invalid byte 2 of 3-byte UTF-8 sequence.)).

Please investigate and let us know if this is something that needs to be addressed by test rather than dev.
