The Licenses & Dependencies page (https://opensource.ncsa.illinois.edu/confluence/pages/viewpage.action?pageId=48824344) does not have a license listed for 2 of the jars included with Daffodil:
icu4j-charset-51_1.jar
icu4j-localespi-51_1.jar

This is because the sbt license report plugin does not include licenses for unmanaged libraries. An issue has been created to see if this feature can be added. See https://github.com/sbt/sbt-license-report/issues/6
