fillByte only accepts raw bytes syntax. dfdl:fillByte="%SP;" should be allowed.

      NACHA has fillbyte="%SP;"

      The FillByteEv in daffodil only accepts fillByte="%r20;" rawbytes notation.

      Fortunately, NACHA no longer seems to use this property, so it is never parsed and never fails.
