DFDL-1655 updated many depdendencies/plugins to their latest versions, but only did so if code changes were not necessary. We should spend time updating our code to work with the latest.

Note that xerces was bumped back down to an older version to to the way newer versions evaluate relative systemID's. See the issue here: https://issues.apache.org/jira/browse/XERCESJ-1519

We may need to come up with a workaround if we want to update to this version since it does not look like fixing this bug is on Xerces' timeline.
