Depends on UTF-16LE (Little Endian).

Appears as though modifications need to be made to SchemaComponent-knownEncodingIsFixedWidth so that UTF-8/16/BE/LE all are variable width.

Primitives.scala StringFixedLengtInVariableWidthCharacters needs to be modified to only look for nChars and to appropriately calculate bitPos based upon this.

Started creating a fix so that the entities tests can run successfully.
