Error management causes failures that should propagate to top level and be visible to instead be swallowed up and masked.

SDEs sometimes do not become part of diagnostics (invariant failure in TDML runner that isError is true, but there were no diagnostics - one of these was enclosing sequence problem (None.get - throws and that was being masked. Another error was NYI from group reference was being masked.)
