Commit/Push notification emails not being sent from NCSA git/fisheye reliably

      I can see Paul's commit/push messages. I see all JIRA and Wiki/confluence notifications. But I don't see anyone else's commit/push messages in my email nor my own, and I have done several.

      I've updated my watches on fisheye as best I know how, but I'm still not seeing these notices.
