We need to be able to easily say "what are all the runtime-reportable SDEs" as distinct from the SDEs generally.

To do this we need a runtimeSDE call that works at runtime, and DOESN'T work at compile time, and vice versa the regular compile time call should not work at runtime. (Or should make noise so we change it.)
