      Description

See http://oss.tresys.com/pipermail/daffodil-dev/2013-March/000400.html for the original discussion.

Basically, if an explicit length is set on a complex element, and the sum of the children lengths is less than the complex length, the remaining data should be skipped. Currently, this does not happen and it continues parsing from where the child elements ended.
