CLI should indicate left over data as an error

      Description

      Appears that the CLI is an application for converting whole files to XML, and in that, people expect no left over data at the end.

      Optionally - we could accept a flag to say this is a warning/error or ignore, but I suspect the right behavior is just error for the CLI.
