Date pattern allow use of "Q", as in Q2 2012

      Description

      While going over tests for spin 10, I came across a test in dfdl-test/.../section05/simple_types/TestSimpleTypes.scala that was in debug and does not have a ticket associated with it, so now this is that ticket. The test name is test_datePattern04

      The test is attempting to use "Q2 2012" as the input data and process a date/time value out of it. It is expecting "2013-02-13+00:0" but it currently receives an SDE saying: Schema Definition Error: Character 'Q' not allowed in dfdl:calendarPattern for date
