HAZUS building data writes fields with maximum length creating large local files

      If you create an analysis with LA County as the region of interest and drop the HAZUS Building data into MAEviz, the dbf file is about 2.1 or 2.2 gigabytes, mainly because the string fields are set to max length (254). This is causing Sheng-Lin's analysis to fail with an out of memory error. We saw this problem before with geotools using max length for writing datasets (building shapefile would be 30mb and the result building damage would be 300 mb, give or take a few megabytes) because it was using max length for each field.
