Zoom - Address large data display (currently we clip data vs. adapting an algorithm based on zoom level.)

• Tweak current zoom algorithm, (50:1, 25:1, 10:1, 1:1)
• Quick access to data: Sort by importance, user preference - data load priority
• zoom out - switch from showing point-wise data to automatically show block/block-group/census-track aggregated colors
• Sort data by expected value
• Allow user to specify which range gets displayed.
