Some of the scroll bars are not setup to scroll the correct panel. To reproduce, do the following:

1) Select to change style of shapefile dataset
2) Change type to Unique
3) Add all values for an attribute that exceeds the widgets height

See the screenshot attached for an example. Raster has the same issue.
