Ergo currently assumes if VS 30 is supplied, it covered the entire region and don't scale the hazard using NEHRP. However, there could be use cases where soil geology (specific VS 30 values) and soil types (general VS 30 ranges) are supplied that cover different parts of the study region. We should ask a hazards expert if in the case where soil geology doesn't cover a site, we should fall back to soil types. I think the answer is yes.
