There is a bug in the HazardUtil.findSiteClass method. It does not get passed the default site class that was set in the scenario earthquake UI and sets a default of site class D. If a site class feature is found, it uses the site class found; however, if none is found, it returns the default value it set instead of the one from ScenarioEarthquake.
