When Ergo is initially launched, the locations extension point should be checked to see if there are any plugins providing ROIs. If not, it should offer to fetch the US location plugin. Others can use update sites (or provide us with plugins to add to the ROI server) to add additional locations. This will remove the reliance on the ROI server.
