Provide community science members the ability to upload data sets.

• upload wizard which allows the user to map their .csv columns with predefined data sets that are well know by the system.
• upload arbitrary data and provide geo location capability (similar to Medici) I anticipate papers, events, etc but could be data in a non standard format (non standard to the current geoDashboard data sets.)
