We used to have this. I don't know if it was completely replaced by the always show the 0 value on the y axis, or there is a configuration option to turn this off.

Right now the 0 value on the y-axis is always shown, making it hard to view some graphs in which the range is very small and very far away from 0. For example river stage for ISWS 105 and 134.
