Create an Akka Actor that can validate unique values of
dwc:basisOfRecord in a data set, and can be composed with CSVReader,
NewScientificNameValidator (and e.g. GEORefValidator,
InternalDateValidator), and MongSummaryWriter, to produce a workflow
that operates in part on an aggregate query on a data set, and in part
on individual records in that data set. This will serve as a test of
what sorts of constraints Akka may impose on our ability to work in
part on data in bulk. This will test whether we can combine the sorts
of non-record by record validation that we think are important with the
sorts of record by record examination that we are doing right now
within Akka, or whether we need to more the workflows to a
higher level of abstraction and use Akka only for parts of
the process.
